1. CALL TO ORDER: Town Chairman-Elect Lester Miller opened the 161st Annual Town Meeting by calling to order at 8:07 pm at the Silver Creek Fire Department. The meeting was held in compliance with the open meeting law having been posted at the National Exchange Bank in Adell, Adell Mini Mart, Midway and the Silver Creek Fire Department. Certain items have been taken out of order, as announced at the beginning of the meeting and noticed on agenda.
2. ROLL CALL:
Members Present: Town Chairman William Goehring (8:15 p.m.), Town Supervisors Lester Miller, Robert Boehlke (8:21 p.m.) and William Miller
Members Absent: Town Supervisor James Fahney
Others Present: Clerk/Treasurer Rhonda Klatt, Reporter Rodney Schroeter, Sherman Residents Dave Heidel, Jim Schulz, and Willard Schroeter
3. Pledge of Allegiance: Supervisor L. Miller led the attendees in the Pledge of Allegiance.
4. APPROVAL OF MINUTES: Motion by Dave Heidel, seconded by Jim Schulz, all voting in favor to approve the minutes as presented, motion carried 6-0.
5. BOARD AND TOWN CONSTABLE SALARIES: Motion by Dave Heidel, seconded by Willard Schroeter, all voting in favor continue current salaries as they are for the next term, motion carried 7-0.
6. APPROVAL OF FINANCIAL REPORT: Motion by Jim Schulz, seconded by Dave Heidel, all voting in favor to place the 2009 financial report on file for audit, motion carried 8-0.
7. 2010 ROAD WORK: Motion by Willard Schroeter, seconded by Jim Schulz, all voting in favor to authorize the town board to contract with the Sheboygan County Highway Department for Road Maintenance and to Authorize Expenditures which may exceed $100,000, motion carried 8-0.
8. REPORTS OF TOWN COMMITTEES:
a. Road Committee:
i. In 2009 East-West Bates Road was chip-sealed. Any other work on town roads was simply regular maintenance
ii. If the pathway on Random Lake Road is constructed in 2010, the town and the Village of Random Lake will have the road ground and overlaid at the same time.
iii. On May 1, 2010, the county highway department shed in Adell will officially close.
iv. Latest estimate from Greg Schnell, Sheboygan County Highway Commissioner, (stated at the County Sales Tax Meeting) was $190,000/mile for milling and blacktopping. Abbott Drive will not be started until more funds are saved.
v. Some line striping on town roads will be completed.
b. Transfer Station: A lot of discussion had been held at previous monthly board meetings regarding the upgrade of the transfer station. Supervisor W. Miller stated that the transfer station will remain as it has been with no additional upgrades, yet with the help of Howard Mitchell coming into the station once per week to compact the dumpsters with his own equipment. At the start of 2010, the town went out for bids for trash and recycling hauling. Veolia, the sole bidder, and the town went into contract, with the costs for pulls and disposal almost twice as much as years past. With the help of Mitchell, the number of pulls has been decreased by almost half, therefore, the town is close to what it was paying in the past.
9. NEXT MEETING DATE: The 162nd 2011 Annual Meeting will be held on Tuesday, April 12, 2011 at 8:00 pm.
10. TOWN CHAIRMAN REPORT: “It has been a pleasure to work with a working, committed board.” Chairman Goehring complimented the board, transfer station employees and plan commission on their hard work and dedication. Chairman Goehring expressed thanks to Clerk/Treasurer Klatt, adding that she makes the Chair’s job much easier.
11. COUNTY BOARD SUPERVISOR REPORT: Although the county saw some negatives (the closing of the Random Lake Senior Center Meal Site and the Adell County sed), there were some positives (lower tax rate). A new plan for the county’s rural numbering signs may include both the town and road name on each sign. There has not been a final decision on how these signs, required on every county parcel that has an address, will be funded. “I have completed eleven (11) terms, or 22 years, as a supervisor on the county board, and I thank the people for voting me in for another term.
12. ADJOURN: Motion by W. Miller, seconded by L. Miller, all voting in favor to adjourn. Motion carried 8-0. Time: 8:55 pm
