1. CALL TO ORDER: Town Chairman William Goehring opened the Board of Supervisors Public Hearing by calling to order at 7:00 pm at the Silver Creek Fire Department. The meeting was held in compliance with the open meeting law having been posted at the National Exchange Bank in Adell, Adell Mini Mart, Midway and the Silver Creek Fire Department.
2. ROLL CALL:
Members Present: Town Chairman William Goehring, Town Supervisors Lester Miller, William Miller, James Fahney
Members Absent: Robert Boehlke
Others Present: Clerk/Treasurer Rhonda Klatt, Reporter Gary Feider, PC Chairman William Beverly, Building Inspector Frank Mayer, Captain Cory Roeseler of the Sheboygan County Sheriff’s Department, Sherman property owners: Pat Horne, Ralph & Sandy Jung, Randy & Maureen Faller, Ray & Shirley Gawel, Rick & Sheri Mondloch, Jim Schulz, Richard Junge, Steve Schroeter, Nancy Loose, James Donner, Dennis Hartwig, Brent Goral, and Todd Robertson
3. Proposed Small Wind Energy Ordinance Discussion: Discussions were held on the proposed ordinance. PC Chairman Bill Beverly explained to the group the reasons behind the ordinance. “With the growing popularity and municipalities not having too much control, this will give some uniformity to where they are placed in the town.” Comments were as follows:
Randy Faller: I am interested in putting a wind energy system up on my property. It will be 120 feet tall, with a 31-foot diameter. If you are at least the distance of the height of the tower away, the sound is less than 5 decibels than the ambiance noise around you.
Frank Mayer: Three things that concern me with the ordinance the way it is written: (1) Clearance from bottom of the blades to ground is not addressed; (2) Setbacks from buildings not addressed; and (3) This structure is not covered under the UDC (Uniform Dwelling Code), so should only a zoning permit be issued
Dave Schulz: I would suggest at least 1/8 mile setback. We should be most concerned about keeping our neighbors happy. These turbines are very noisy!
Randy Faller: Noise ordinances would cover any problems. A good installer would tell you how many decibels the turbine would create.
Frank Mayer: The town would need to have a decibel meter, and then take it to court, etc. It is not a good idea to put a decibel level in the ordinance.
Bill Goehring: What about ice build-up and throwing as the blades were spinning? What about signal interruption for wireless antennas?
Randy Faller: Ice build-up can happen on anything. Throwing Ice will not happen because the blades will not be turning if covered in ice. The ice will melt just like it does off of wires, trees, etc. As far as signal interruption, this is now being studied.
4. ADJOURN: As no further comments were heard, Chairman Goehring closed the public hearing. Time: 7:30 pm
