1. CALL TO ORDER: Town Chairman William Goehring opened the Board of Supervisors Monthly Meeting by calling to order at 7:30 pm at the Silver Creek Fire Department. The meeting was held in compliance with the open meeting law having been posted at the National Exchange Bank in Adell, Adell Mini Mart, Midway Mart and the Silver Creek Fire Department. Some items may have been taken out of agenda order as announced at the start of the meeting.
2. ROLL CALL:
Members Present: Town Chairman William Goehring; Town Supervisors Lester Miller, William Miller, James Fahney and Robert Boehlke
Members Absent: none
Others Present: Clerk/Treasurer Rhonda Klatt, Constable Jeff Kreutzinger, Plan Commission Chair Bill Beverly, Building Inspector Frank Mayer, Walter Grotelueschen, Sounder Reporter Rodney Schroeter, and Bernadette Mondloch
3. APPROVAL OF MINUTES: Motion by L. Miller, seconded by W. Miller, all voting in favor to approve the minutes from the March 2, 2010 monthly meeting as presented, motion carried 5-0.
4. APPROVAL OF FINANCIAL REPORT: Motion by Fahney, seconded by W. Miller, all voting in favor to approve the financial report as presented, motion carried 5-0.

5. PUBLIC INPUT: Plan Commission Chair Bill Beverly mentioned that an assessor from the Milwaukee area had contacted him and said that the Town of Sherman’s website was one of the best he has seen.

7. BUILDING INSPECTOR REPORT: Motion by L. Miller, seconded by Boehlke, all voting in favor to approve the building inspector’s report as presented, motion carried 5-0.

APPOINTMENT OF BUILDING INSPECTOR: Motion by L. Miller, seconded by W. Miller, all voting in favor to approve the appointment of Walter Grotelueschen as the new building inspector for one-year, commencing May 1, 2010, motion carried 5-0. Mr. Grotelueschen will accept the pay agreement, which was in place for Frank Mayer, 90% is paid to the Building Inspector, 10% is paid to the Town, of total permit fees collected.
8. CONSTABLE REPORT: Constable Kreutzinger reported that a resident, Brian Reeder, has been issued three violation tickets, yet has not shown up in court as ticket indicates. It was the consensus of the board to have Clerk/Treasurer Klatt draft a letter to Mr. Reeder explaining that this is a chronic issue, additional tickets will be issued, and Attorney Ritger will prosecute any/all outstanding tickets. Clerk/Treasurer Klatt is also to contact the Clerk of Courts to see if any outstanding fees may be placed on the tax roll for collection, or, because he is a county employee, may his wages be garnished. No further action taken on this item.
9. UNFINISHED BUSINESS:
a. Multiple Dog Ordinance: Item tabled until May meeting, as the adhoc committee has been unable to meet to discuss the ordinance.
10. NEW BUSINESS:
a. Nathaniel Maske, Junkyard Dealer Inquiry: No action taken on this item since Maske was not in attendance.
b. Union Cemetery Sign Damage: Damage to the cemetery sign is not covered on the town’s insurance policy. An ongoing investigation by the Sheboygan County Sheriff’s Department has several clues but not found the person responsible for the damage, so the town may be liable for all expenses (if no one is found guilty of the damage). Neumann Construction will be paid $200 for clean-up that has already taken place, and has quoted $1,000 for each pillar to repair. Sandblasting and painting for the sign would be extra and would need to be done by someone else. Supervisor L. Miller will look into quotes for simply welding and painting the sign. No further action taken on this item. (brick pillars, iron sign over the top)
c. St. John’s (Random Lake) Inquiry of Shed Construction on Sherman Vacant Lot: It was the consensus of the board to allow Building Inspector Mayer to issue a zoning permit to St. John’s to build a storage building on the vacant lot they own in the Town of Sherman “because it is contiguous to property they own in the Village of Random Lake.”

11. TOWNCHAIR REPORT: Discussion was held on Earth Day Clean-Up, and Chairman Goehring had asked members to be available to direct residents on April 17. Mention was also made of an email sent by Fire Chief Todd Stange to the Chairman. From this point, we will make greater use the liaison to the department, Jim Fahney. All requests for the department for use of the building, etc. will be emailed to both Chief Stange and Secretary Randy Faller. The town is asking and exploring the possibility of a Board member who is a Fire Department member having access to their internal calendar.
12. REPORTS OF TOWN COMMITTEES:
e. Boehlke & W. Miller, Transfer Station: Supervisor Boehlke reported that Howard “Howie” Mitchell has been compacting the dumpsters at the transfer station using his own equipment on his own time, and has been going well. W. Miller stated that since this is working so well, the town should continue this way and leave it at that. Clerk/Treasurer Klatt was asked to contact Veolia and ask them how they might feel about our getting rid of the metal on our own, possibly by contract with a different company.
f. L. Miller & Fahney, Roads: Supervisor L. Miller stated that brush cutting on Silver Creek Cascade and Bates Roads is underway; County is in process of closing the county shed; Road Inspection Tour has been scheduled for Saturday, April 10 at 9:00 a.m.; Dave Jaeckels will be new contact person for county highway department; and only the site triangles will be mowed again this summer in an effort to decrease mowing expenses.
g. Bill Beverly, Plan Commission: Meeting on Thursday, April 8 in regards to the DNR making public access to Spring Lake.
h. Dennis Hiller, Park Board: Hiller not in attendance; nothing to report on this item.
13. MISCELLANEOUS BUSINESS:
i. Clerk’s Communications: Board of Review dates have been set (Open Book April 13, BOR May 11) and mention was made of the Annual Meeting on April 13.
14. ADJOURN: Motion by W. Miller, seconded by Fahney, all voting in favor to adjourn. Motion carried 5-0. Time: 8:46 pm
