1. CALL TO ORDER: Town Chairman William Goehring called to order the Board of Supervisors Monthly Meeting by calling to order at 7:00 pm at the Silver Creek Fire Department. The meeting was held in compliance with the open meeting law having been posted at the National Exchange Bank in Adell, Adell Mini Mart, Midway Mart and the Silver Creek Fire Department. Some items may have been taken out of agenda order as announced at the start of the meeting.

2. ROLL CALL:
Members Present: Town Chairman William Goehring; Town Supervisors Lester Miller, Robert Boehlke, William Miller, and James Fahney
Members Absent: none
Others Present: Clerk/Treasurer Rhonda Klatt, Sherman residents Jim Schulz, Bill Beverly, Knut Apitz, Don Deppiesse, Rich Bremmer, Building Inspector Walt Grotelueschen, and Reporters Rodney Schroeter and Bernadette Mondloch.

3. APPROVAL OF MINUTES: Motion by L. Miller, seconded by Fahney, all voting in favor to approve the minutes from the November 3, 2010 Budget Public Hearing, Special Meeting of the Electors and the regular monthly meeting, motion carried 5-0.

4. APPROVAL OF FINANCIAL REPORT: Motion by Fahney, seconded by W. Miller, all voting in favor to approve the financial report as presented, motion carried 5-0.

5. PUBLIC INPUT: None.

6. BUILDING INSPECTOR REPORT:
a. Permits Issued: Motion by L. Miller, seconded by Fahney, all voting in favor to approve the building inspector’s report as presented, motion carried 5-0.

b. Discussion and Action: Ervin Boeckers, Pole Building Permit Request: Mr. Boeckers had inquired about building a pole building to “store landscape equipment” for his business. Because a business is not a permitted use in A-1 zoning district, the item was discussed. Motion by W. Miller, seconded by Fahney, all voting in favor to approve a building permit for a pole building on the property located at N2340 Torke Road because the requested uses include necessities of tree growing and beef raising, motion carried 5-0.

7. CONSTABLE REPORT: None

8. UNFINISHED BUSINESS: A question was asked regarding the status of the proposed dog ordinance. No action taken on this item.

9. NEW BUSINESS:
a. Business in R2 District on County Highway II: Chairman Goehring had noticed an “open” sign in the window of a new building constructed at W5601 County Highway II, which is zoned R2, and does not permit a business use. The property owners have not attended any board meetings in the past to inquire of any type of business use, nor has any sign permit been issued, therefore Clerk/Treasurer Klatt was ordered to draft and mail a letter to the property owners with an invitation to the January 2011 regular board meeting.

b. Fire Department Alarm System; Rural Mutual Insurance Adjustment: Supervisor L. Miller presented information to the board regarding a “fire detection system” that the SCFD is considering purchasing. Rural Mutual Insurance policy savings (by having the system in place) would be approximately $447. The cost of the system is $1400 (equipment and installation), with an added $180 annual monitoring fee, and is said to have a five (5) year payback. SCFD is willing to “split the cost” with the town. Chairman Goehring noted that until we know what is going to happen with revenues due to the state budget and the new governor, “we really can’t say that we would have the funds” at this point. He further stated that this item should be revisited when preparing the 2012 Budget. No further action taken on this item.

c. Intergovernmental Form Committee Appointments: Motion by Goehring, seconded by Boehlke, all voting in favor to appoint Chairman Goehring, Supervisor W. Miller, Plan Commission Member Bill Beverly and Alternate Supervisor Fahney to the Intergovernmental Forum Committee, per Smart Growth Comprehensive Plan, to meet annually with the Villages of Adell and Random Lake, motion carried 5-0.

d. Brush Dumping Options: Clerk/Treasurer Klatt was ordered to include on the March 2011 agenda an item that would pertain to two (2) Saturdays in April for a natural-material dump pile behind the dumpsters at the transfer station, which would be limited to tree trimmings and other materials resulting from spring maintenance. This would not include grass clippings. No further action taken on this item.

e. Liquor License Applications: No licenses were to be considered this month.

f. Next regular meeting date: January 4, 2011 at 7:00 p.m.

10. TOWNCHAIR REPORT: Chairman Goehring commented that he and Supervisor W. Miller attended a zoning and planning training session yesterday, and told Plan Commission Chair Beverly that the commission really needs to look over farmland preservation in 2011. Furthermore, learned was that a CUP (conditional use permit) that is issued stays forever with that property; however a review may be held after two (2) years. The county board decides in sixty (60) days the size of the board, which will take effect in 2012.

11. REPORTS OF TOWN COMMITTEES:
a. Boehlke & W. Miller, Transfer Station:
i. Special Holiday Hours: It was the consensus of the board to change the transfer station hours due to the Christmas and New Years holidays this year. Instead of being open on Saturday, the new hours will be Friday, December 24 from 9:00 a.m. to 2:00 p.m. and Friday, December 31 from 9:00 a.m. to 2:00 p.m.
b. L. Miller & Fahney, Roads: A “hidden driveway” caution sign has been ordered for the north side of the hill on Knuth Road where a very serious car/motorcycle accident took place this past summer.
c. Bill Beverly, Plan Commission: Plan Commission Chairman Beverly mentioned that not a lot was going on at the moment, but it appears that 2011 will be a busy year for the commission.
d. Dennis Hiller, Park Board: No action taken on this item.

12. MISCELLANEOUS BUSINESS:
e. Clerks Communications: Nothing from the clerk, however Chairman Goehring wished everyone a Merry Christmas and a Happy New Year.

13. ADJOURN: Motion by W. Miller, seconded by Fahney, all voting in favor to adjourn. Motion carried 5-0. Time: 8:03 pm
