1. CALL TO ORDER: Town Chairman William Goehring opened the Board of Supervisors Monthly Meeting by calling to order at 7:00 pm at the Silver Creek Fire Department. The meeting was held in compliance with the open meeting law having been posted at the National Exchange Bank in Adell, Adell Mini Mart, Midway Mart and the Silver Creek Fire Department. Some items may have been taken out of agenda order as announced at the start of the meeting.

2. ROLL CALL:
Members Present: Town Chairman William Goehring; Town Supervisors Lester Miller and Robert Boehlke
Members Absent: ,William Miller and James Fahney
Others Present: Clerk/Treasurer Rhonda Klatt, SCFD Assistant Chief Eric Backhaus, Plan Commission Chair Bill Beverly, Building Inspector Frank Mayer, Sherman Resident Philip Beuscher, Sounder Reporter Rodney Schroeter, and Bernadette Mondloch

3. APPROVAL OF MINUTES: Motion by L. Miller, seconded by Boehlke, all voting in favor to approve the minutes from the January 5, 2010 monthly meeting as presented, motion carried 3-0.

4. APPROVAL OF FINANCIAL REPORT: Motion by L. Miller, seconded by Boehlke, all voting in favor to approve the financial report as presented, motion carried 3-0.

5. PUBLIC INPUT: Nothing to report.

6. BUILDING INSPECTOR REPORT: Discussion was held on the annual permit report. Permits issued in January were as follows:
a. 1-10-01 Dean F. Beyer W4953 South Co. Rd A, Adell Accessory Building
b. 1-10-02 Jim Bertram N2186 Torke Road, Adell Electrical Service

7. CONSTABLE REPORT: Nothing to report.

8. NEW BUSINESS:
a. Multiple Dog Issue: Discussion was held regarding a property in the township where the owner may be harboring many dogs, more than she has licensed. (Clerk/Treasurer Klatt issued owner kennel licenses for fourteen (14) dogs in January) No supervisors have received any complaints, but a “concerned call”. Plan Commission Chairman Bill Beverly was instructed to hold a meeting in February to review sample ordinances regarding regulation of animals.
b. Town Preference of Signs for County Renumbering Project: Discussion was held with Asst. Chief Backhaus regarding the new signs, and the town’s preferences for such. Strong sentiment was shown that since this was a county mandate to change out the signs that the county should pick up entire bill, or at least, provide a subsidy. The town does not want to have to add this to the town levy. It was decided that the sign shall (1) have imprinted the town name, not the road name; (2) be blue in color, and (3) be uniformly placed on the resident property. Clerk/Treasurer Klatt was instructed to draft a letter to Steve Steinhardt, Sheboygan County Emergency Management Director, notifying him and the law committee of the town’s preferences, and that once the legislation has passed the project be implemented as soon as possible.
c. Operator License: Motion by L. Miller, seconded by Boehlke, all voting in favor to approve the operator license application submitted by Marie Pocian, Waldo, Greene’s Bar & Grill. Motion carried 3-0.
d. Next Meeting Date: March 2, 2010

9. TOWNCHAIR REPORT: Chairman Goehring announced a presentation will be held on February 25, 2010 at 7:30 p.m. by County Administrator Adam Payne on the proposed county sales tax increase.

10. REPORTS OF TOWN COMMITTEES:
e. Boehlke & W. Miller, Transfer Station: Supervisor Boehlke noted that Howie Mitchell, Sherman resident, should be thanked for his help at the transfer station by compacting the containers. Boehlke further stated the box with the salt and sand (for ice prevention) is in need of repair or replacement.
f. L. Miller & Fahney, Roads: Nothing to report at this time.
g. Bill Beverly, Plan Commission: A meeting on Thursday, February 11, 2010 has been scheduled as noted above.
h. Dennis Hiller, Park Board: Hiller not in attendance; no action taken on this item.

11. MISCELLANEOUS BUSINESS:
i. Clerk’s Communications: Clerk/Treasurer Klatt noted that the February 16 Primary for the Cedar Grove Belgium School District will be held at the Town of Holland town hall. (Due to the few numbers of registered voters in that district, the school has closed Sherman’s polling place.)

12. ADJOURN: Motion by Boehlke, seconded by L. Miller, all voting in favor to adjourn. Motion carried 3-0. Time: 8:07 pm
