1. CALL TO ORDER: Town Chairman William Goehring called to order the Board of Supervisors Monthly Meeting by calling to order at 7:00 pm at the Silver Creek Fire Department. The meeting was held in compliance with the open meeting law having been posted at the National Exchange Bank in Adell, Adell Mini Mart, Midway Mart and the Silver Creek Fire Department. Some items may have been taken out of agenda order as announced at the start of the meeting.

2. ROLL CALL:
Members Present: Town Chairman William Goehring; Town Supervisors Lester Miller, Robert Boehlke, William Miller, and James Fahney
Members Absent: none
Others Present: Clerk/Treasurer Rhonda Klatt, Sherman residents Mike Kirmse and Patricia Horne, Reporters Rodney Schroeter and Bernadette Mondloch.

3. APPROVAL OF MINUTES: Motion by L. Miller, seconded by Fahney, all voting in favor to approve the minutes from the January 4, 2011 Regular Monthly Meeting, motion carried 5-0. Motion by L. Miller, seconded by Fahney, all voting in favor to approve the minutes from the January 24, 2011 Special Meeting, motion carried 5-0.

4. APPROVAL OF FINANCIAL REPORT: Motion by L. Miller, seconded by Fahney, all voting in favor to approve the financial report as presented, motion carried 5-0.

5. PUBLIC INPUT: Reporter Rodney Schroeter asked about the notice for the special meeting, and if it should have been published. Chairman Goehring stated that the agenda for the closed meeting was posted in the three official posting places, and it is not required to be published. Resident Pat Horne asked what was discussed at the meeting, to which Chairman Goehring responded that it was a closed meeting for an employee evaluation, and she is welcomed to a copy of the minutes. Resident Mike Kirmse asked if he could take over the lawn mowing at the Wayside Park on Highway 144 because he feels he can do a better job than what is being done now. Chairman Goehring explained that because this item was not properly noticed on the agenda, no decision could be made; however, if Kirmse would like, it can be placed on the March agenda for consideration. Kirmse agreed.

6. BUILDING INSPECTOR REPORT:
a. Permits Issued: Motion by W. Miller seconded by L. Miller, all voting in favor to approve the building inspector’s report as presented, motion carried 5-0.

7. CONSTABLE REPORT: None

8. UNFINISHED BUSINESS: None

9. NEW BUSINESS:
a. 2001 Salvage Licenses: Motion by W. Miller, seconded by Boehlke, all voting in favor to approve the following four salvage licenses for the year 2011, motion carried 5-0:
i. Chet Sowin, N1524 Hwy I, Random Lake
ii. Kaiser Wrecking, W6408 S Cty A, Adell
iii. Murre Salvage Company, N1812 Hwy 57, Random Lake
iv. Jesse Bliesner, W5109 Cty W, Adell
Supervisor Fahney mentioned that he has received a few complaints from residents regarding Kaiser Wrecking customer parking on CTH A, which on Saturday mornings can be several cars on both sides of the highway, and it could get dangerous. Being a county highway, and not a town road, Chairman Goehring will check with the county highway commissioner for a possible solution. No further action taken on this item.

b. Liquor License Applications: No licenses were to be considered this month.

c. Next regular meeting date: March 1, 2011 at 7:00 p.m.

10. TOWNCHAIR REPORT: None

11. REPORTS OF TOWN COMMITTEES:
a. Boehlke & W. Miller, Transfer Station: Supervisor W. Miller noted that a larger dumpster for recycling has been brought in to the station, which will result in fewer pulls. Everything else seems to be running quite well.
b. L. Miller & Fahney, Roads: A dangerous situation at the stop sign by the Union Cemetery on CTH W was diverted when the Town of Lyndon moved the snow off the edge of the road, and placed it more inside the cemetery grounds. The county highway department was having problems with tree and brush branches scraping their trucks that they decided to cut a lot of them back (these branches were in the right-of-way). In doing so on Silver Creek Cascade Road, a couple of wooden fence boards on private property were damaged. Supervisor L. Miller contacted the county to make sure that they are to come back when time allows to repair the fence. Clerk/Treasurer Klatt will check the future invoices from the county to verify that the town is not charged for the repairs.
c. Bill Beverly, Plan Commission: Beverly was not in attendance; however Clerk/Treasurer Klatt mentioned that a meeting that was scheduled for Thursday, February 10 is no longer necessary. Originally, it was thought that a conditional use permit would need to be applied for, for a small wind energy system. After reviewing past minutes and the ordinance, it was determined that a CUP is not required. No further action taken on this item.
d. Dennis Hiller, Park Board: No action taken on this item.
e. Other:
i. Supervisor L. Miller spoke on behalf of the SCFD and the email request for funds for changing the radio in the tornado siren due to the narrowband compliance. He noted that the radio is at least $900, and more radios may need to be replaced as well. The item will be added to the 2012 budget.
ii. Resident Tom Spieker, N1181 State Hwy 57, inquired to Supervisor L. Miller regarding an addition to a building on his property to create office space for his pumpkin business, a small beauty salon for his wife, and additional storage. As this property already has a part-time business in operation and is currently zoned A-2, consensus of the board is to instruct Clerk/Treasurer Klatt to obtain legal advice from the WTA legal counsel as to at what point does a zoning change need to take place to allow a beauty salon business on this property.
iii. Supervisor L. Miller had also received an email from Jan Borchardt, N1329 Silver Creek Cascade Road who is concerned over the possible danger where his driveway meets the road. The area is just over the crest of the hill and visibility is not very good. Borchardt would like a sign to be placed cautioning drivers of the situation. Supervisor L. Miller suggested that all board members check it out at some point this month, and the item will be revisited at the next board meeting.

12. MISCELLANEOUS BUSINESS:
f. Clerks Communications: The Nonpartisan Spring Primary will be held on Tuesday, February 15, and a sample ballot was available for viewing. Rooms have been reserved for the WTA Annual Convention in October 2011. A 72-hour notice is needed for cancellations.

13. ADJOURN: Motion by W. Miller, seconded by Fahney, all voting in favor to adjourn. Motion carried 5-0. Time: 7:40 pm
