1. CALL TO ORDER: Town Chairman William Goehring opened the Board of Supervisors Monthly Meeting by calling to order at 7:00 pm at the Silver Creek Fire Department. The meeting was held in compliance with the open meeting law having been posted at the National Exchange Bank in Adell, Adell Mini Mart, Midway Mart and the Silver Creek Fire Department. Some items may have been taken out of agenda order as announced at the start of the meeting.

2. ROLL CALL:
Members Present: Town Chairman William Goehring; Town Supervisors Lester Miller, William Miller, James Fahney, and Robert Boehlke
Members Absent: none
Others Present: Clerk/Treasurer Rhonda Klatt, Plan Commission Chair Bill Beverly, Constable Jeff Kreutzinger, Sherman Residents Kerry Lynch and Philip Beuscher, Sounder Reporter Rodney Schroeter, and Bernadette Mondloch

3. APPROVAL OF MINUTES: Motion by L. Miller, seconded by W. Miller, all voting in favor to approve the minutes from the December 1, 2009 monthly meeting, and the December 14, 2009 public hearing and special meeting as presented with two corrections, motion carried 5-0.

4. APPROVAL OF FINANCIAL REPORT: Motion by L. Miller, seconded by Fahney, all voting in favor to approve the financial report as presented, motion carried 5-0.

5. PUBLIC INPUT: A question was asked if the town would issue a two-year dog license. The clerk said the state statute specifies a one-year license, and that a two-year license would not be available.

6. BUILDING INSPECTOR REPORT: Discussion was held on the annual permit report. No permits were issued during the month of December 2009.

7. NEW BUSINESS:
a. Resolution #2010-01 To Oppose DOR County Assessment Proposal: Motion by W. Miller, seconded by L. Miller, all voting in favor to approve Resolution #2010-01 To Oppose DOR County Assessment Proposal, motion carried 5-0.

b. Phil Beuscher, Transfer Station: Discussion was held on various cost saving options for the transfer station. Chairman Goehring appointed Beuscher, Boehlke and W. Miller on a new subcommittee to present to the board these options, as well as any new ideas, at a future board meeting. No further action taken on this item.

c. Reconsideration of Trash/Recycling Contract Award: Motion by L. Miller, seconded by W. Miller, all voting in favor not to reconsider the original trash/recycling contract award with Veolia Environmental Services. Motion carried 5-0.

d. Salvage and Junk Dealers License Renewals: Motion by W. Miller, seconded by Boehlke, all voting in favor to approve license renewals to Chester Sowin, Kaiser Wrecking, Murre Salvage and Jesse Bliesner contingent upon all renewal fees have been received. Motion carried 5-0.

e. Candidate Name Placement for Spring Election: Drawn by Chairman Goehring and read aloud by the clerk, the first name on the ballot for Town Supervisor will be James Fahney, followed by Robert Boehlke.

f. Next Meeting Date: February 2, 2010

8. TOWNCHAIR REPORT: Chairman Goehring had asked Constable Kreutzinger for information regarding a possible situation involving many dogs at a property. Kreutzinger reported that a recently purchased home on County Road SS, across from his own house, has reportedly been housing multiple dogs, most of the time being unattended. Clerk/Treasurer Klatt was instructed to contact area clerks regarding the owner of the property, and report to the board at the next meeting. No further action taken on this item.

9. REPORTS OF TOWN COMMITTEES:
g. Boehlke & W. Miller, Transfer Station: The newly formed committee will be preparing a report for the February meeting in regards to the transfer station project.

h. L. Miller & Fahney, Roads: Nothing to report at this time.

i. Bill Beverly, Plan Commission: An ordinance requiring a principal structure be present on property prior to accessory building construction was presented to the board as recommended by the Plan Commission. Supervisor L. Miller stated that this ordinance did not make any sense as written, and more work should be done with it. When the plan commission has finalized the wording of the ordinance, it will again be presented to the board during a public hearing prior to adoption. No further action taken on this item.

j. Dennis Hiller, Park Board: No action taken on this item.

10. MISCELLANEOUS BUSINESS:
k. Clerk’s Communications: Clerk/Treasurer Klatt gave the board a brief presentation of the new website, which was well received. She was also asked to register members of the board who would like to attend the WTA District 6A meeting in Juneau, WI, on February 13.

11. ADJOURN: Motion by W. Miller, seconded by L. Miller, all voting in favor to adjourn. Motion carried 5-0. Time: 8:36 pm
