1. CALL TO ORDER: Town Chairman William Goehring opened the Board of Supervisors Monthly Meeting by calling to order at 7:00 pm at the Silver Creek Fire Department. The meeting was held in compliance with the open meeting law having been posted at the National Exchange Bank in Adell, Adell Mini Mart, Midway Mart and the Silver Creek Fire Department. Some items may have been taken out of agenda order as announced at the start of the meeting.
2. ROLL CALL:
Members Present: Town Chairman William Goehring; Town Supervisors Lester Miller, William Miller, James Fahney and Robert Boehlke
Members Absent: none
Others Present: Clerk/Treasurer Rhonda Klatt, Building Inspector Walter Grotelueschen, Sherman Property Owners Debra Seebeck (and guest), Jim Schulz, Sounder Reporter Rodney Schroeter, and Bernadette Mondloch
3. APPROVAL OF MINUTES: Motion by L. Miller, seconded by Boehlke, all voting in favor to approve the minutes from the June 1, 2010 monthly meeting as presented, motion carried 5-0.
4. APPROVAL OF FINANCIAL REPORT: Motion by L. Miller, seconded by W. Miller, all voting in favor to approve the financial report as presented, motion carried 5-0.

5. PUBLIC INPUT: Sherman Property Owner Jim Schulz complimented Rodney Schroeter, The Sounder on his reporting, and also asked about the progress of the handbill ordinance.
6. BUILDING INSPECTOR REPORT: Motion by L. Miller, seconded by Fahney, all voting in favor to approve the building inspector’s report as presented, motion carried 5-0.

7. CONSTABLE REPORT: No action taken on this item.
8. UNFINISHED BUSINESS:
a. Proposed Dog Ordinance: Chairman Goehring stated that feedback from Captain Cory Roessler has not yet been received regarding the proposed ordinance. Publication, if the board wanted to adopt the ordinance in August, would need to take place on July 15, and that is not possible any longer. A letter from Attorney McGaver, representing Debra Seebeck, was presented to the board, and contained McGaver’s opinions on the proposed ordinance (letter on file in clerk’s office). Motion by L. Miller, seconded by Fahney, all voting in favor to delete Section 7-1-8 “Animal Feces” in its entirety from the proposed ordinance, motion carried 5-0. Motion by L. Miller, seconded by Boehlke, all voting in favor to delete Section 7-1-5(h) “Animals Restricted on Public Grounds and Cemeteries” from the proposed ordinance, motion carried 5-0. Motion by L. Miller, seconded by W. Miller to remove any/all reference to “cats” in entire proposed ordinance, motion carried 5-0.
It was the consensus of the board to postpone the public hearing until after it hears some feedback from the Sheboygan County Sheriff’s Department on enforcement and weight of the ordinance.
Allowing comments from public in attendance, Debra Seebeck gave the board a brief history of her purchase of the property, including the legal work from her attorney, Ed Ritger, as well as past telephone conversations with Chairman Goehring, and her dog breeding business. She further asked the board if the public hearing could take place after Labor Day (2010) because she will be having houseguests in August and does not want to take time away from that to deal with the dog ordinance issue. No further action on this item.
9. NEW BUSINESS:
a. Sign Approval, Cheryl Scholz, Petticoat Junction: Motion by W. Miller, seconded by Fahney, all voting in favor to approve the building permit application for a sign for Petticoat Junction, W6498 State Highway 144, Random Lake, motion carried 5-0. The sign will be sized to accommodate existing posts in front of the building.
b. Timing of Rural Numbering Sign Installation and Vendor Choice: The board instructed Clerk/Treasurer Klatt to contact Brett Zemba, Sheboygan County Planning to inquire on a possible “sample” sign which may or may not include both the town and street name, as well as address. Also discussed was a informational sheet prepared by Teri DeMaster, Sheboygan County Planning, entitled “Request for Bids, Rural Numbering Signage, Bids Opened 6-3-2010 4:00 p.m.” It was the consensus of the board to approve, from the Lange Enterprises Bid, (1) the large sign at $17.65; (2) the blue powder coat post at $7.65 each; and (3) $5.75 for each install. Formal approval option will be noticed on the August 3, 2010 agenda.
c. Liquor License Application: No licenses were in need of approval at this time.

10. TOWNCHAIR REPORT: Chairman Goehring spoke with Don Albright, Kapur and Associates, after the June 2010 meeting. Albright asked him to look at the path near the ball diamond (Hiller Park) and its close proximity of the diamond (with concern for fly balls and the safety of the public). Andy Spaeth and Dennis Hiller assured Goehring that the distance is fine, that the kids are unlikely to hit a ball that far. Chairman Goehring further noted that he would like to see poles installed at entrances to the path to deny motor vehicles access to the path. No action taken on this request.
11. REPORTS OF TOWN COMMITTEES:
e. Boehlke & W. Miller, Transfer Station: Howard Mitchell has been trimming the ditch in front of the transfer station as well as the areas around the dumpsters. Clerk/Treasurer Klatt was instructed to place a notice in the paper, sometime in early August, notifying the public of the new recycling laws and what will/will not be accepted at our transfer station.
f. L. Miller & Fahney, Roads: Mowing of the site triangles has been completed. The fence lines will be mowed in fall.
g. Bill Beverly, Plan Commission: Beverly not in attendance; nothing to report on this item.
h. Dennis Hiller, Park Board: Hiller not in attendance; nothing to report on this item.
12. MISCELLANEOUS BUSINESS:
i. Clerks Communications: Nothing to report on this item.
13. ADJOURN: Motion by Fahney, seconded by W. Miller, all voting in favor to adjourn. Motion carried 5-0. Time: 8:36 pm
