1. CALL TO ORDER: Town Chairman William Goehring called to order the Board of Supervisors Monthly Meeting by calling to order at 7:00 pm at the Silver Creek Fire Department. The meeting was held in compliance with the open meeting law having been posted at the National Exchange Bank in Adell, Adell Mini Mart, Midway Mart and the Silver Creek Fire Department. Some items may have been taken out of agenda order as announced at the start of the meeting.

2. ROLL CALL:
Members Present: Town Chairman William Goehring; Town Supervisors Lester Miller, William Miller, and James Fahney
Members Absent: Robert Boehlke
Others Present: Clerk/Treasurer Rhonda Klatt, Plan Commission Chair Bill Beverly, Sherman residents Jim Shultz, Phillip Beuscher, Transfer Station Attendant Karl Heichler, Building Inspector Walt Grotelueschen, and Reporters Rodney Schroeter and Bernadette Mondloch.

3. APPROVAL OF MINUTES: Motion by L. Miller, seconded by Fahney, all voting in favor to approve the minutes from the September 7, 2010 monthly meeting as presented, motion carried 4-0.

4. APPROVAL OF FINANCIAL REPORT: Motion by L. Miller, seconded by Fahney, all voting in favor to approve the financial report, subject to updated tax collection figures, as presented, motion carried 4-0.

5. PUBLIC INPUT: Sherman Resident Phillip Beuscher asked about the status of the Random Lake Road reconstruction project, and wondered why the plan did not include walking paths on Town Line Road south of Cimmeron Drive. Chairman Goehring explained that even though this is a federally funded program, the costs outweighed the benefits to extend the path further. Reporter Schroeter, also a Sherman resident, noted that he has not had any of the free papers/handbills in his yard in the past month or so. Chairman Goehring was pleased to hear, and reminded those in attendance to contact him or the paper editor directly in the event it should happen.

6. BUILDING INSPECTOR REPORT: Motion by Fahney, seconded by W. Miller, all voting in favor to approve the building inspector’s report as presented, motion carried 4-0.

7. CONSTABLE REPORT: Chairman Goehring noted that he has been in contact with the constable regarding the animal and fence issues on CTH I. No further discussion held.

8. UNFINISHED BUSINESS:
a. Proposed Dog Ordinance: (this item was moved to the end of the agenda, yet the discussion is as follows) A review was made of the responses from Attorney Gerald Kiefer regarding the proposed dog ordinance. The adhoc committee (Les Miller, Jim Fahney and the clerk) will meet on September 22, 2010 to discuss more in detail, and report back to the board in October.

9. NEW BUSINESS:
a. Name of Cramer Driveway: Motion by L. Miller, seconded by Fahney, all voting in favor to approve Scott Cramer’s request to name his driveway, which serves three homes “Victory Lane”, motion carried 4-0. The property is located near W6236 Creek Road. Clerk/Treasurer Klatt was ordered to send a copy of the motion to the Sheboygan County Planning office to get address numbers. The Cramers will then be responsible for getting those addresses from the county, and will be asked if they wish the town to obtain the road sign at their own expense.

b. Preliminary 2011 Budget: Motion by W. Miller, seconded by L. Miller, all voting in favor to approve the publication of the summary budget and budget public hearing notice as presented, motion carried 4-0.

c. Neighborhood Clean-Up: A house in the County Line Estates subdivision was “tee-peed” (toilet paper strewn through the trees) during last week’s Random Lake Homecoming week. Chairman Goehring was asked in an email from a concerned resident if the town should be involved in ordering a clean up of the property. It was the consensus of the board to forward the email to the school superintendant. No further action taken on this item.

d. Liquor License Applications No licenses were to be considered this month.


e. Next regular meeting date: Because of the county board meeting and the fall general election, the next meeting will be held on Wednesday, November 3, 2010 at 7:00.

10. TOWNCHAIR REPORT: Chairman Goehring announced and was congratulated for having once again been elected to the Urban Towns Committee of the Wisconsin Towns Association.

11. REPORTS OF TOWN COMMITTEES:
a. Boehlke & W. Miller, Transfer Station: Transfer Station attendant Karl Heichler had asked for clarification on the new electronics recycling laws. He was told that if the particular item that a resident wishes to dispose of is not on the list given to the communities from Veolia and the WI DNR, they are allowed to do so.
The devices covered by the new landfill and incineration ban are: televisions, both CRTs and all flat screens; computer monitors, both CRTs and all flat screens; desktop and laptop computers; desktop printers; fax machines; computer peripherals, including keyboards, mice and speakers; DVD players, VCRs and digital video recorders; and cell phones.
b. L. Miller & Fahney, Roads: Grass cutting is complete; center lining has also been completed.
c. Bill Beverly, Plan Commission: Chairman Goehring thought it would be a good idea if the plan commission were to look into reviewing Sherman zoning regulations regarding farmland preservation since the county will be reviewing their farmland preservation plan in 2012.
d. Dennis Hiller, Park Board: Hiller not in attendance; nothing to report on this item.

12. MISCELLANEOUS BUSINESS:
e. Clerks Communications: Nothing was discussed at this time.


13. ADJOURN: Motion by W. Miller, seconded by Fahney, all voting in favor to adjourn. Motion carried 4-0. Time: 8:04 pm
